Eligible participants are non-minor dependents (NMDs) aged 18 to 21, including males, females, bisexual, gay, transgender individuals, and pregnant youth, who are in extended foster care and meet specific participation criteria.

The program offers scatter-site housing units where one or more NMDs live independently in apartments or single-family dwellings, with an adult employee available as needed to provide supervision.

Services include educational guidance, employment counseling, assistance with daily living skills, and support in achieving goals outlined in the participant’s Transitional Independent Living Plan (TILP).

The program offers specialized support for pregnant and parenting NMDs, including assistance with parenting skills, access to healthcare, and resources to ensure the well-being of both parent and child.

No, eligible NMDs receive housing and supportive services at no cost, funded through state and county resources dedicated to supporting foster youth transitions.
